They think the proposal to impose tariffs of up to 50% on goods imported from the EU will be lowered through negotiations. It's somewhat like the boy who cried wolf; the U.S. government is not crazy; they have a plan in mind, and there are limits to how far they can go. Barclays believes that threatening the EU "is primarily a negotiation strategy" and that the U.S. has not yet turned the page on tariffs, with more fluctuations in trade policy to come.
